TSO Guidelines for producing Urgent Market Messages

Sender’s focus (TSO):  Simple generation of messages informing about the reason and consequences of planned and incidental transmission outages
Reader’s focus (participant):  Clear and understandable messages where the meaning (i.e. consequences for transmission capacities) is easily comprehensible

During daytime (absolute minimum period from 07:00 to 17:00 on weekdays, Mon-Fri) UMM’s should always be sent to NPS for approval. Only in case of incidental outages during evenings and nights should direct publishing be an option in case the UMM is viewed urgent by the TSO.

New planned and incidental transmission outages:

Informing about:
A. Incidental or planned outage resulting in changes in available trading capacity
Principle: Inform about consequences (changes in total trading capacity in MW) as main information and reason (what line) and possible additional consequences as “Remarks/Additional information”
B. Planned outage resulting in changes in available trading capacity during recurring part/parts of the days of an outage period
Principle: Inform about total outage period as main information and specification of what affected hours as “Remarks/Additional information”
C. Incidental or planned transmission line outage resulting in changes in available production and/or consumption capacity (isolated production capacity)
Principle: Inform about consequences (changes in available production and/or consumption capacity in MW) as main information and reason (what line) as “Remarks/Additional information”

Changes in planned and incidental transmission outages (Follow-up):

Informing about:
D. Changes in duration of a planned outage period before start of the period.
Principle: Inform about consequence (change in planned outage period) as main information in a follow-up UMM 
E. Changes in duration of an incidental or planned outage period during the period.
Principle: Inform about consequence (change in planned event stop time) as main information in a follow-up UMM.  It will not be possible to change event start time after the start of an outage period.
F. Changes in trading capacity (MW) before a planned outage period.
Principle: Inform about consequence (change in trading capacity in MW) as main information in a follow-up UMM 
G. Changes in trading capacity (MW) during an incidental or planned outage period.
Principle: Inform about consequence (change in trading capacity in MW) as main information and from what time the new trading capacity is to take effect as “Remarks/Additional information” in a follow-up UMM. 

Overlapping planned and/or incidental transmission outages concerning same interconnection

Informing about:
H. Two or more incidental and/or planned outages resulting in changes in available trading capacity for same interconnection in partly overlapping event period.
Principle: Inform about consequences (changes in total trading capacity in MW) as main information and reason (what line) as additional information. The information can either be sent as new UMM’s by making reference to the relating UMM’s in “Remarks/Additional information” or as follow-up UMM’s.
